The Analyst II role involves providing technical expertise in recruitment and personnel services, managing the hiring process, and performing analytical duties related to staffing and personnel actions. Responsibilities - Provides technical expertise in recruitment and personnel services for the Division of Design - Coordinates all phases of the hiring process—including candidate outreach, approvals, paperwork, selection, and offers—while working closely with supervisors and the Division of Human Resources (DHR) - Performs analytical duties related to position tracking, staffing, and personnel actions - Supports the Quality Control/Quality Assurance (QC/QA) program by assisting the Program Manager with research, reporting, and compliance with the Highway Design Manual - Manages data extraction and reporting from mainframe and PC-based systems to evaluate and recommend improvements to design allocation, encumbrance, and expenditure processes - Handles sensitive personnel matters with confidentiality, accuracy, and a high level of independence - Demonstrates strong organizational skills, initiative, and customer service excellence while managing multiple projects and providing timely, solution-oriented support to internal stakeholders Skills - Possession of a valid driver's license is required when operating a State owned or leased vehicle - All interested candidates must submit a Statement of Qualifications (SOQ) to be considered for this position - Possession of Minimum Qualifications will be verified prior to interview and/or appointment - If you are basing your eligibility on education, you must include your unofficial transcript(s)/diploma for verification - Applicants with foreign transcripts/degrees must provide a transcript/degree U.S. equivalency report evaluation that indicates the number of units and degree to which the foreign coursework is equivalent - Completed applications and all required documents must be received or postmarked by the Final Filing Date in order to be considered - Applicants must meet the Minimum Qualifications stated in the Classification Specification(s) Company Overview - From scenic backroads to the busiest freeways, Caltrans keeps California moving.
