Classic ASP ASP.NET Coding Programmer to Fix UPS Shipping Rate Live Calculator API Lookup

We are seeking a developer to fix our UPS Shipping Rate calculator via API lookup to UPS which suddenly stopped working. We do not know why. It could be as simple as a TLS/permissions issue, but not sure. We found that the UPS API made minor changes the required syntax of field names and that has been updated. We do not get any error messages on the frontend but the rates still do not show. Our backend is also configured to lookup FedEx rates, but that is not working either, and we are focusing on UPS For both UPS and FedEx, we confirmed Usernames/passwords and confirmed the test and live URL's along with validating our Meter # and we also generated new ones but it still does not work. Our ecommerce site, custom built with ASP.NET/Classic ASP, (Microsoft SQL Server Database, STA, IIS, Microsoft 2012 server) You must be fully familiar with these environments (especially STA, SOAP, oAuth with Json) (programming language, database environment) with at least 5 years of first hand experience. This is an one time, quick job and requires someone to be punctual, responsive to daily email & upwork messages, motivated and responsible to be given other future projects as well. IMPORTANT: Rather than (initially) providing login to the server and backend to whomever this project is awarded, we feel more comfortable first meeting on zoom to review the product details and save a lot of your time by us giving you a tour of the backend via screen share. VERY IMPORTANT: This job is for native English speakers (mother tongue) only, physically located in the USA. We've had issues previously with the language barrier and time zones. Here are findings of a dev. who attempted to fix the issue but could not: The app doesn't show any errors on the frontend, which makes debugging time-consuming and hard. The only way to see in case of an error is to change the email in the file below, and then the system will send error emails in case of any.
